INTERPRETATION
1. The expressions defined hereinafter shall, unless the context otherwise requires, have the following
meanings.
a) Approved Rodeos: means a rodeo that is approved by the Association.
b) Association: means the Kakeyow Cowboys Association is also referred to as KCRA.
c) Cash List: means a list of members who must pay their entry fees, dues or other payments by
cash, money order or certified cheque.
d) Guaranteed List: means a list of members whose entry fees guaranteed by the Association.
e) Judges List: means a list of persons who are approved by the Association as qualified judges.
f) Management: means the rodeo committee or the rodeo producer.
g) Member: means a person who has been granted a membership in the Association.
h) Recognized Rodeo Association: means the CPRA, CRA, FCA, ICRA, IRA, LRA, MRCA, NARC,
NRA, and CCA.
i) Rodeo Area: means the entire working area for rodeo.
j) Suspended List: means the list of members and other who cannot enter and compete at approved
rodeos.
k) Unapproved Rodeo: means a rodeo with paid admission and/or having more than three major
events, which is not approved by the Association or by a recognized rodeo association.
SEAL
2. The seal, an impression of which is stamped in the margin (of the rule book) shall be the seal of the
KCRA.
MEMBERSHIP
3. Membership in the Association shall be limited to persons interested in furthering the objects of the
Association and shall consist of anyone whose application for admission as a member has received the
approval of the Board of Directors of the Association.
4. All members shall be subject to all the Bylaws, Rules and Regulations of the Association.
5. a) Each member shall pay an initial membership fee, payable for admittance to membership, and
thereafter each member shall pay an annual membership fee which shall be due and payable on or
before the first day of January in each year.
b) The initial membership fee and annual membership and annual membership fee shall be
determined by the annual meeting of the members of the Association.
c) Until the holding of the first annual meeting of the members of the Association the initial
membership fee and the annual membership fee shall be $90.00.
d) All members 15 years of age or younger as of the first day of January of the current year shall pay
a junior membership fee in the amount to be determined by the annual meeting of the members of
the Association.
e) Until the holding of the first annual meeting of the members of the Association the junior
membership fee shall be $25.00.
f) Junior members may be allowed to enter any major event on a junior membership, subject to
qualifications rules.
g) Non-contestant memberships in the Association shall be granted on approval of the Board of
Directors fee to be determined by the Board of Directors.
h) Open members 18 and under as of January 1st, of the current year can purchase a membership for
$45.00, but will have to purchase a full membership to go to the KCRA Finals.
6. Each member shall upon payment of his membership fees and acceptance of his application of the
Board of Director be given a membership card in a form approved by the Board of Directors.
7. All applicants for membership will be required to sign a membership application and release for before
being eligible for membership in the Association and anyone under 18 years of age must also have one of
his/her parents or guardians sign the membership application, and release form and any other additional
releases that the Board of Directors deems necessary.
8. Members will be the same KCRA card number annually.
9. The Board of Director will not accept a membership application from anyone who is known to be on
the suspended list of any other recognized rodeo association.
10. Members are the only contestant who can work the major events and haze at approved rodeos, with
the exception of local contestants.
11. a) Members who have won $500.00 or more in the past year or in the current year at KCRA approved
rodeos, excluding junior members, cannot compete at unapproved rodeos. Members doing so will
be assessed a $100.00 fine
b) Members who qualify may enter high school, all Indian, little britches, college, old-timer, and all
girl rodeos, providing said rodeos are approved by the corresponding associations.
12. a) The KCRA may issue life memberships with or without full regular membership privileges with
such memberships to be issued at the discretion of the KCRA Board of Directors.
b) The KCRA may issue honorary memberships with or without full regular membership privileges
with such memberships to be issued at the discretion of the KCRA Board of Director.
13. a) Once an individual has been accepted as a member of the association, such individual will be
considered a member of the association until he or she causes a letter of resignation to be
delivered to the Association or has failed to pay his or her annual membership fees for a period of
two consecutive years of such individuals membership is terminated pursuant to paragraph 14.
b) If a member resigns from the Association, such member is ineligible for reinstatement as a
member for a period of one year from the date that the letter of resignation is accepted by the
Association or such individual pay a $500.00 reinstatement fee.
14. The membership of an individual in the Association may be terminated by a vote of three quarters of
the members present at an annual meeting.
15. a) Only stock contractors holding a card approved by the Board of Directors may contract a KCRA
rodeo.
b) Until otherwise determined by the Board of Directors, the cost of a stock contractor’s card shall be
$45.00 per year.
c) An individual holding a stock contractors card may also compete in a KCRA rodeo on such a card.
RODEO PERSONNEL
16. a) Bullfighters, clowns, announcers, timers, and pickup men must have a KCRA membership, other
than a junior or honorary membership, before working any KCRA rodeos.
b) Rodeo secretaries must have a non-contestant membership card before working any KCRA rodeo.
c) Non-compliance with this rule will result in the rodeo committee being charged for the non-carded
person’s membership fee.
HEAD OFFICE
17. The head office of the Association shall be in the Town of Marshall in the Province of Saskatchewan.
MEETINGS
18. The annual or any other general meeting of the members shall be held at the head office of the
Association or at any place as the Board of Directors may determine and on such as the Board of
Directors shall appoint and at a time to be determined by the Board of Directors.
19. At every annual meeting, in addition to any other business that may be transacted, the report of the
Directors, the Financial Statement and the report of the auditors shall be presented and a Board of
Directors elected and auditors appointed for the ensuing year, provided that the auditor may not be a
Director, officer or employee of the Association without consent of all members. The members may
consider and transact any business either special or general at any meeting of the members. The Board
of Directors and the President of Vice-President shall have the power to call, at any time, a general
meeting of the members of the Association.
20. At least seven days prior notice of the time and place of holding any meeting of the Association shall
be given to each member by written or printed notice mailed by ordinary prepaid postage. Every such
notice shall be deemed to be delivered to and received by the addressee three days next following the
mailing thereof.
21. No error or omission in giving notice of any annual or general meeting or any adjourned meeting,
whether annual, general or special, to the members of the Association shall invalidate such meeting or
make void any proceeding taken thereat and any member may at any time waive notice of any such
meeting and may ratify, approve and confirm any or all proceedings taken or had thereat. For the purpose
of sending notice to any member, directors or officer for any meeting or otherwise, the address of the
member, director or officer shall be his/her last address recorded on the books of the Association.
22. A notice calling any meeting of the Association other than the annual general meeting shall specify or
indicate the nature of the business which it is proposed to discuss or deal with at such meeting.
23. The President, or in his/her absence, the Vice-President, of the Association shall preside at every
general meeting.
24. If there is no President or Vice President of the Association or if at any generals meeting neither of the
officers is present within fifteen minutes after the time appointed for the holding of the meeting, or is
unwilling to act as Chair, the members present shall choose one of the members present to be Chair.
25. Members present in person at a meeting shall constitute a quorum.
26. a) The regular meetings of the Board of Directors shall be held at least once every two months at such
time, on such date and at such place as the Board of Directors shall determine.
b) Special meetings of the Board of Directors may be called by the President or Vice-President at any
time.
VOTING
27. Each member present at an annual or any other general meeting, other than the Chair of the meeting,
shall have the right to exercise one vote. Members may vote for President, Vice-President, Two Year
Directors and for the Director that represents their event.
28. a) All matters arising or to be dealt with at any meeting of members of the association or the Board of
Directors shall be carried or decided by a majority of those voting and no one shall have a deciding
or casting vote except the Chair who shall only vote in the event of a tie.
b) One representative from each rodeo stock contractor and from each rodeo committee will be
allowed to vote at the KCRA annual general meeting.
AMENDMENT OF BYLAWS
29. a) A bylaw of the Association may only be enacted, repealed or amended by a resolution previously
passed by a majority of the board of Directors and duly confirmed by a majority vote at a general
meeting of the Association.
b) Notwithstanding subparagraph 29 (a) of these Bylaws, a bylaw may be enacted, repealed or
amended at any annual general meeting of the Association provided that the majority of the
members of the Board of Directors present are in favour of the enactment, repeal or amendment
and such enactment, repeal or amendment will have the same effect as if it had been previously
passed by a resolution at a meeting of the Board of Directors.
c) Notwithstanding anything otherwise contained in these bylaws, no enactment, repeal or amendment
of a Bylaw not embodied in the Letters Patent shall be enforced or acted upon until the approval of
the Minister of Consumer and corporate Affairs has been obtained.
d) The Bylaw changes and Rule changes may be brought to the annual meeting by the KCRA
membership, whereby these changes will be discussed and recommendations may then be
forwarded to the Board of Directors for final approval or rejection.
OFFICERS
30. The officers of the Association shall be a President and Vice-President and any other such officer or
officers as the Board of Directors may by resolution determine including, but without restricting the
generality of the foregoing , a Secretary, Treasurer, Executive Secretary and General Manager. Any two
offices may be held by the same person.
31. a) The President and Vice-President shall be elected at the annual meeting of the members. Officers
other than the President and Vice President shall be appointed by resolution of the board of
Directors following each annual meeting of the members.
b) Nominations and elections for all positions may be conducted by mail-in ballot with reasonable
notice served to all members.
32. The officers of the Association shall hold office for one year from the date of appointment or election or
until their successors are elected or appointed in their stead, whichever shall occur sooner.
33. In the event of a vacancy occurring in the position of President or Vice President prior to the normal
expiration of the officer's term of office the board of Directors may, by resolution, fill such vacancy for the
balance of that officer's unexpired term.
34. Except during the first three years of the Associations existence, no person may assume the office of
President until that person has been a member of the board of Directors for at least two years.
35. Each retiring officer shall be eligible for re-election.
BOARD OF DIRECTORS
36. The applicants for incorporation shall become officers and directors of the Association whose term of
office shall expire at the close of the first annual meeting of the Association.
37. The affairs, business, rules, regulations, and activities of the Association shall be under the control,
management and direction of the Board of Directors consisting of the elected officers of the Association
and the Directors listed below.
38. Only members of the Association in good standing are eligible for election to the Board of Directors.
39. a) There shall be three directors appointed by the applicants for incorporation whose appointments
shall expire at the close of the first annual meeting of the Association.
b) The positions of these three directors shall be filled at the first annual meeting by directors whose
positions shall expire at the close of the second annual meeting.
c) Thereafter these positions shall be filled by directors who’s positions expire every two years at the
close of the annual meeting at which their replacement is elected.
40. a) There shall be three directors appointed by the applicants for incorporation whose appointments
expire at the close of the first annual meeting of the Association.
b) The positions of these tree directors shall be filled at the first annual meeting by directors whose
positions shall expire at the close of the third annual meeting.
c) Thereafter these positions shall be filled by directors whose positions expire every two years at the
close of the annual meeting at which their replacement is elected.
41. a) There shall be the following event directors appointed by the applicants for incorporation whose
positions shall expire at the close of the first annual meeting of the Association. These event
directors shall be as follows:
-Bareback Riding/ Saddle Bronc Riding
-Bull Riding/ Junior Steer Riding
-Timed Events
-Ladies Barrel Racing / Junior Girls Barrel Racing / Pee Wee Barrel Racin
-Judging
b) The positions of these event directors shall be filled at the first annual meeting by event directors
whose positions expire at the close of the annual meeting.
c) Thereafter these positions shall be filled year by directors whose positions expire at the close of the
next annual meeting.
42. Placement of judges will be done through the General Manager of the Association.
43. a) There shall be two rodeo committee representatives who shall be directors.
b) The rodeo committee representatives shall be appointed by the applicants for incorporation and their
appointments shall expire at the close of the first annual meeting of the Association.
c) The positions of rodeo committee representatives shall be filled by an election to be held at the
meeting of rodeo committees held in conjunction with the first annual meeting and such persons shall
hold office until the close of the second annual meeting.
d) Thereafter the positions of rodeo committee representatives shall be filled yearly by the meeting of
rodeo committees held in conjunction with the annual meeting of the Association.
44. a) There shall be a stock contractor representative who shall be a director.
b) The stock contractor representative shall be appointed by the applicants for incorporation and his
appointment shall expire at the close of the first annual meeting.
c) The position of stock contractor representative shall be filled yearly by election held at the meeting of
stock contractors held in conjunction with the first annual meeting and such person shall hold office
until he close of the second annual meeting.
d) Thereafter the position of stock contractor representative shall be filled yearly by the meeting of stock
contractors held in conjunction with the annual meeting.
45. Meetings of the Board of Directors shall be held upon written or oral notice given by the Secretary
under instructions from the President, or in his absence, from the Vice-President, at least twenty-four hours
before that time appointed for the meeting provided however, that a meeting may be called on shorter notice
with the consent of all members of the Board of Directors.
46. If a director misses two meetings he/she may be replaced by the remaining members of the Board of
Directors.
47. A quorum for the purpose of meeting of the Board of Directors shall be a majority of the current
members
of the Board of Directors provided that in such quorum there is at least one officer.
48. All matter arising or dealt with at any meeting of the board of Directors shall be carried or decided by a
simple majority of those voting thereon. At such meeting the chair shall not have a vote except in the case
of a tie at which time he/she shall cast a tie-breaking vote.
49. A resolution signed by all members of the Board of Directors shall be as valid and effectual as if it had
been passed at a duly called meeting of the Board of Directors. The Board of Directors shall cause
Minutes to be made and kept in the books provided for the purpose, of:
a) All appointments and elections of officers and members of the Board of Directors;
b) All names of members present at each meeting of the Board of Directors; and
c) All resolutions and proceedings at all meetings of members of the Association and the Board of
Directors and of all committees.
50. The Board of Directors shall cause true accounts to be kept of:
a) The assets of the Association; and
b) The sums of money received and expanded by the Association and of matters in respect of which
such receipts and expenditures took place.
51. The Board of Directors may from time to time appoint such committees as it may deem advisable and
all such committees may in addition to the members of the Board of Directors on such committee, appoint
such other persons to act in an advisory capacity as it may deem advisable.
52. If the position of a public relations person is deemed feasible, the Board of Directors has the authority to
hire someone for the position and negotiate a salary.
53. The office of director and officer shall be automatically vacated:
a) If a director or officer shall resign his office by delivering a written resignation to the Secretary of the
Association;
b) If a director is replaced pursuant to the provisions of paragraph 46 of these Bylaws;
c) If he is found to be a lunatic or becomes unsound of mind;
d) if at a special general meeting of members a resolution is passed by a majority of the members
present at the meeting that he/she be removed from office; or
e) On death.
DUTIES OF OFFICERS
54. The President shall preside at all meeting of the Association and of the Board of Directors.
55. In the case of the absence or disability of the President, the Vice-President shall perform his duties. In
the case of the absence of both President and Vice-President, a Chair may be selected from the quorum.
56.a) The Secretary shall keep the minutes and other reports of the Association and the Board of Directors.
b) He/she shall conduct the official correspondence and be responsible for the safe custody of all records
and documents relating to the Association
57.a) the Treasurer shall keep a thorough and accurate account of all money received by him and shall
deposit the same in the name of the Association in such depository as shall be designated by the
Board of Directors.
b) He shall not disburse any of the monies of the Association except by cheque drawn on such
depository and signed by the authorized representatives of the Association on behalf of the Association.
c) At each annual meeting he shall make a full report of the financial condition of the Association must
be audited by the Association’s auditor between the end of the fiscal year and the next annual meeting.
58. All officers and member of the board of Directors shall, in addition, perform such duties as may from
time to time be assigned to them by the board of Directors.
59. The books and records of the Association may be inspected by any member in good standing at the
office of the Association at all reasonable times on reasonable notice during regular office hours.
REMUNERATION FEES
60. Directors and executive committee members, as such, shall not receive any stated remuneration for
their services, but, by resolution of the Board of Directors, expenses of their attendance may be allowed for
their attendance at each regular or special meeting of the Board of Directors. Nothing herein contained shall
be construed to preclude any directors from serving the Association as an officer or in any other capacity and
receiving compensation thereof. The directors shall serve as such without remuneration and no director shall
directly or indirectly receive any profit from his positions such, provided that a director may be paid reasonable
expenses incurred by him in the performance of his duties, and provided further than any director who is
engaged in or is a member of a firm engaged in any business or profession may act for any professional
business required to be done in connection with the administration of the affairs of the Association.
FISCAL YEAR
61. The fiscal year of the Association shall end on the last day of December in each calendar year.
RODEO YEAR
62. The rodeo year shall end at such time as the Board of Directors shall determine having consideration to
the proper planning for the final rodeo. The next ensuing rodeo year shall commerce immediately upon the
expiration of the preceding rodeo year.
INDEMNITIES TO DIRECTORS AND OTHERS
63. The Association will indemnify and save harmless each person who acts as a director of the Association
as follows:
a) Except in respect to actions by or on behalf of the Association to procure a judgement in its favour to
which he/she is made a party, the Association will indemnify the Director respecting any and all
costs, charges, expenses, fines and penalties, including any amounts paid to settle an action or
satisfy a judgement, which are reasonable incurred by him/her in respect of any civil, criminal, or
administrative action or proceedings to which he/she is made a party by reason of being or having
been a Director of the Association provided that;
(i) he/she acted honestly and in good faith with a view to the best interests of the Association; and
(ii) in the case of criminal or administrative action or proceeding that is enforced by a monetary
penalty, he/she has reasonable grounds for believing that his/her conduct was lawful.
b) In respect to actions by or on behalf of the Association to procure a judgement in its favour to which
he/she is made a party by reason of being or having been a Director of the Association, the
Association will apply to a court of competent jurisdiction for an order approving the indemnity of
him/her and subject to such approval, the Association will indemnify the Director respecting any costs,
charges and expenses reasonably incurred by him/her in connection with such action provided he/she
in connection with such action provided he/she acted in accordance with paragraph 63 (a) (i) and (ii)
hereof.
c) The Association will indemnify the director in respect of all costs, charges and expenses reasonably
incurred by him/her in connection with the defence of any civil, criminal, or administrative action or
proceeding to which he/she is made a party by reason of being or having been a Director of the
Association provided that:
(i) he/she was substantially successful on the merits in his/her defence of the action or proceeding;
and
(ii) he/she is in accordance with paragraph 63 (a) (i) and (ii).
d) The terms of the promises contained in this paragraph 63 are severable and in the event that a part or
portion of a provision is rendered to be void, the remaining part or portion thereof and the remaining
provisions shall be deemed to be in full force and effect and binding on the Association.
e) No provision contained in this paragraph 63 shall prevent the Director from resigning as a Director of
the Association.
f) The provisions of this paragraph 63 shall be interpreted in accordance with the laws of the Province of
Saskatchewan.
g) The provisions of this paragraph 63 shall be binding on the Association regardless of when the Director
is apprised of the existence of this paragraph 63.
INTERPRETATION
64. In these bylaws and in all other bylaws of the Association hereafter passed unless the context otherwise
requires, words importing and singular number or the masculine gender shall include the plural number of the
feminine gender, as the case may be, and vice versa, and references to persons shall include individuals and
corporations.
65. Contracts, documents or any instruments in writing requiring the signature of the Association, shall be
signed by any two officers and all contracts, documents and instruments in writing so signed shall be binding
upon the Association without any further authorization or formality. The directors shall have power from time
to time by resolution to appoint an officer or officers on behalf of the Association to sign specific contracts,
documents and instruments in writing. The seal of the Association when required may be affixed to contracts,
documents, and instruments in writing appointed by resolution of the Board of Directors. The Secretary shall
be the custodian of the seal of the Association, which he shall deliver only when authorized by a resolution of
the Board of Directors to do so and to such person or person as may be named in the resolution.
RULES COMMITTEE
66. The board of directors and directors shall be the rules committee and also the trophy committee.
67. The rules committee may amend, delete, and incorporate rules.
HEADINGS
68. The headings in these Bylaws are inserted for convenience only and do not form part of the Bylaws.
MEMBERSHIPS/ENTRIES
- Any person who is or was a member of a recognized association in the current or previous year and has
won $1000.00 in a particular event can not enter that event in the KCRA, but can enter any other event.
Excluding Aboriginal and Métis competitors.
- Members who qualify may enter High School, All Indian, Little Britches, College, Old Timer, and All Girl
rodeos.
- All entries for rodeos must be called in to the office on the specified date and time. No late entries will be
accepted in an event once 10 competitors are attained.
- Call back for the date you are scheduled to compete, stock draw and barrel representatives are the
responsibility of the competitor.
- All entry fees must be paid in cash. A cash pay out will be done at the completion on the final day of
competition. In the event of a ground split the monies will be distributed at the next rodeo with the exception
of the junior events. Pay outs are done to 4th place.
- Every competitor is allowed one rodeo without a membership but no points will be awarded. The purchase
of a membership must be done before the end of each performance in order to be awarded the points for
placing.
- Points will be awarded to 6th place and are as follows.
1st- 60 points
2nd- 50 points
3rd- 40 points
4th- 30 points
5th- 20 points
6th- 10 points
- The top 10 competitors in each event will advance to the rodeo finals at the end of the season. Senior Members
must compete in half of the approved KCRA rodeos throughout the season in order to qualify for the KCRA Finals
Youth members must compete at 6 KCRA approved rodeos.
- Any contestant failing to call the office to notify of a turn out will be fined $50.00 plus entry fee. A junior pays
no fine, only the entry fee.
- Any contestant turning out of a rodeo is still responsible for his/her entry fees.
- Any unpaid entries and/or fines must be paid BEFORE you are able to enter another rodeo.
- Open members 18 and under as of January 1st, of the current year can purchase a membership for $45.00,
but will have to purchase a full membership to go to the KCRA Finals.
- When a contestant turns out of a performance at the KCRA Finals you will be fined $50.00 per performance.
- When a contestant turns out of the KCRA Finals except due to injury you will be automatically disqualified at
the discretion of the KCRA Board of Directors, and entry fees at KCRA Finals will not be reimbursed due to
medical injury.
CONTRACT PERSONNEL
All personnel hired by the contractor, Committee or KCRA must hold a non-competitive card including:
Announcers, bullfighters, clowns, timers, pickup men, judges, contractors, barrel men or any other arena
acts.
GENERAL
- An individual may enter only one rodeo as a local contestant.
- No individual may enter a rodeo as a local contestant unless that individual, if over 18 years of age, has
signed a release or, if under 18 years of age, that individuals parents or guardian has signed a release.
The release must be in a form satisfactory to the KCRA.
- Individual rodeo committees, at their discretion may or may not accept local entries.
- When a contestant turns out of the KCRA Finals except due to injury you will be automatically
disqualified at the discretion of the KCRA Board of Directors.
CONDUCT
Any KCRA member guilty of damage to hotel property, or other damage that is reported to the association,
will be suspended until the reported damages are made good to the satisfaction of the executive.
FINES AND SUSPENSIONS
- A minimum fine of $250.00 is levied for any rule infraction.
- No contestant or member may talk to a judge or timer in any instance, while an event is going on and this
includes asking about re-rides.
(i) Such questions may be addressed to the judge only at the end of the section of that event for that
performance.
- Any contestant member not wearing proper western attire, including long sleeved shirt with collar with
sleevesrolled down, boots and cowboy hat in the rodeo arena and working area of rodeo during the one
hour prior to, and one hour after rodeo time and during the paid and slack performances will be fined
$25.00. Judges and KCRA directors may levy this fine.
- $25.00 fine will be incurred to any assigned barrel representatives not competing their assigned duties
and/ or responsibilities.
- When a contestant turns out of a performance at the KCRA Finals they will be fined $50.00 per
performance.
KCRA CALF ROPING
1. During any performance, if any animal in timed events escapes the chutes or pens before it is called
for by the contestant, or if the automatic barrier fails to work and stock is brought back, the animal will
be returned by the arena director and labour crew during or at the end of the performance.
2. One loop will be permitted.
3. Roping calf without releasing loop from hand is not permitted.
4. There will be twenty-five second elapsed time limit in the calf roping. A whistle indicating “no time”
shall be blown by the timer at the end of the 30 second time span. If the contestant is in the process
of tying the calf, he may finish the tie but will receive no time.
5. Contestant must adjust rope or reins in a manner that will prevent horse from dragging the calf.
6. If a horse drags a calf more than ten feet after tie has been completed, the calf roper will be flagged
out.
7. Contestant must receive no assistance of any kid from outside.
8. This is a catch event the roper may rope any part of the calf, but rope must be on calf until roper
gets his hand on the calf.
9. Rope may be dallied or tied to hard and fast- either is permissible; contestant must dismount, go
down the rope and throw the calf by one hand and cross tie any three feet with at least one wrap and
half hitch.
10. If a calf is down when the roper reaches it the calf must be let up to his feet and thrown by hand.
If the calf
regains front or back feet, it will be considered up.
11. If ropers hand is on the calf when calf falls, calf is considered thrown by hand.
12. Tie must hold until passed by the judge and roper must not touch the calf after given finish signal
until judge has completed his examination.
13. If tie comes loose or calf gets to his feet before the tie has been ruled a fair one, the roper will be
marked ‘no time.’
14. Untie man must not touch calf until signalled to do so by the flag judge.
15. The flag judge will pass on the tie of calves through use of stop watch, timing six seconds from
time the rope horse takes his first step forward after roper has remounted.
16. Rope will not be removed from calf and rope must remain slack until field judge has passed on tie.
17. Flagger must watch calf during the six second period and will stop watch when a calf kicks free
using the time shown on the watch to determine whether the calf was tied long enough to qualify.
18. Ropers who do not leave rope slack until tie is passed on or jerks rope or drags calf will be
disqualified.
19. Under circumstances, roper will be disqualified for removing rope from calf after signalling for
time, until tie has been passed by field judge.
20. There will be no rerun awarded for a broken rope or any other equipment.
21. Calf roper’s beltline may not exceed fourteen feet in length. A fine of twenty-five dollars shall be
levied for first offenders. For second offence, the fine shall be doubled.
22. Contestants may be disqualified for busting calves at the discretion of the judges.

KCRA STEER WRESTLING
1. Arena conditions will determine the score. Length of the score to be set by stock contractor and judges.
2. There will be two timers, a field judge and a barrier judge.
3. Contestants will not be required to compete on a crippled steer or a steer with a broken horn.
4. If a contestant jumps at a steer he accepts him as sound.
5. Contestants will be disqualified if he attempts in any was to tamper with the steer or chutes.
6. Contestant must furnish own hazer and horses.
7. Only one hazer is allowed.
8. Hazer will not render assistance to contestant while contestant is working with steer.
9. Failure to observe this rule will disqualify contestant.
10. Steer must be caught from horse.
11. If a steer gets loose, dogger may take no more than one step to catch steer.
12. After catching steer, wrestler must being to a stop and twist it down.
13. If steer is accidentally knocked down or thrown down before being brought to a stop or is thrown
by wrestler putting animals horn to the ground, it must be let up on all four feet and then thrown.
14. Steer will be considered down only when it is thrown on its left side back with all four feet and
head straight.
15. Wrestler must have one hand on steer when flagged.
16. The fairness of the catch and throw will be left to the judges. Their decisions are final.
17. Neck ropes must be tied with a string.
18. Steer Wrestler is allowed one jump only.
19.a) Contestants must make jump within 30 seconds or he will receive a ‘no time.’
b) Contestant must have a steer thrown inside of 2 minutes of crossing the score line or he will
receive a ‘no time.’
20. No penalty for breaking a horn.
21. Any steer wrestler unnecessarily abusing or leaving a steer with horns stuck in the ground, after being
flagged, will be disqualified by the field flagman.
22. Dogging steers must not weight more than 550 pounds and have a minimum of 8 inch horn at the first
spring rodeo.

KCRA BREAKAWAY
1. There will be a thirty (30) second time limit.
2. An automatic barrier must be used.
3. The rope must be attached to the horn in such a manner as to allow the rope to be released from the
horn when the calf hits the end of the rope.
4. Only a white cloth must be attached to the rope at the saddle horn so the judge can tell when the rope
breaks from the horn.
5. The Catch-as-catch-can rule shall apply after the loop has passed over the calf's head.
6. Rope must be released from contestants hand to be a legal catch.
7. The contestant will receive NO TIME should she break the rope away from the saddle horn by the hand.
8. Open catch pen must be used.

KCRA TEAM ROPING
1. Contestant will start from behind the barrier.
2. When using an automatic barrier, neck rope must be tied with string.
3. There will be a ten second penalty for breaking the barrier.
4. There will be a twenty-five second elapsed timer at the end of the twenty-five seconds indicating
"no time" shall be blown by the timer at the end of the twenty-five second span.
5. Arena conditions will determine score line. Length of the score to be set by stock contractors and
judges.
6. Steer belongs to the roper after he/she crosses the score line, regardless of what happens, with one
exception; if the steer gets out of the arena, flag will be dropped and the roper gets the steer back lap
and tap with the time added with was taken when the steer left the arena.
7. Each team will be allowed a total or two throws.
8. Roping steer without releasing loop from hand will be considered no catch.
9. No tied ropes allowed.
10. Steer must be on its feet when being roped by the head or the heels.
11. Time will be taken between flags.
12. Steer must be on its feet when being roped by the head or heels.
13. Time will be taken when steer is roped by both head and heels, with both horses in line facing steer.
Heeler’s rope must be dallied and tight; header may have rope in hand but does not need to have rope
tight or dallied. Header may use the option to dally if he/she chooses.
14. The roper will not get an extra loop for a broken rope or a dropped rope. He will receive a “no time”.
15. a) Roping teams must be entered in both names and each contestant may only enter once.
b) A Jr. Roper can enter the Jr. Team roping with any partner but will only rope once. In the event
2 juniors entered together they would both get a placing but monies will be split.
16. Head must be caught before heels.
17. Any heel catch behind the shoulder is legal if rope goes up heels.
18. Only three head catches are legal.
19. Head or both horns.
20. Half a head.
21. Around the neck.
22. If Hondo over one horn or if rope crosses itself, catch is illegal.
23. A five second penalty will be assessed if only one hind foot is roped.
24. Catch is illegal if time is taken when horse or horses are tangled in any way with rope.
25. Any question as to catches in this contest will be decided by the judges.
26. Steers used in the team roping must be horned cattle.
27. The header must change the direction of the steer before the heeler can throw his rope.
28. Direction of the animal’s hips must be changed before the heel rope is thrown.
29. There is no time limit in either the 15 & Under or the 12 and Under Junior Team Roping events.

KCRA BARREL RACING
1. Ladies Barrel Racing must be run on a horse ridden by a female rider only.
2. Barrels are to be metal drums of 45 gallon size with both ends closed.
3. Official time taken when any part of the horse crosses the score line start to finish.
4. Either barrel #1 or barrel #2 may be taken first, but contestant will be disqualified for not following
the clover leaf pattern.
5. A five second penalty will be given per run for each barrel knocked over.
6. Arena gates are to be open for all or closed for all contestants during the race with the exceptions
of a contestant wanting the gate closed when open for the other contestants. The decision is to be
made based on arena conditions, by the Ladies Barrel Racing Rep., the contractor and the Judge
before the first go.
7. The pattern should be marked at least one hour prior to the rodeo.
8. It is the responsibility of the last two KCRA card members running in that performance or slack to
make sure that the timer is operational before the performance and to set up before the barrel racing.
9. The first two KCRA members running in that performance are responsible for taking down the timer
and putting it away at the end of the event.
10. If these responsibilities are not carried out a minimum fine of $25.00 may be levied.
11. All barrel racers are responsible for having their own barrel marking equipment. This should include
a 150’ or longer measuring tape, barrel and time markers as well as tape/ribbon to mark the wall or
fence.
Outdoor Pattern Size: (Regulation pattern size is 90’ between 1st and 2nd barrel 105’ to the 3rd)
- Minimum 45’ stopping on a closed gate
- Minimum 30’ stopping on a safe open gate
- Barrel Markers for 1st and 2nd are to be a minimum of 18’off of fences, gates and the chutes
- 3rd barrel is to be 25’ off of the fence
- Score line is to a minimum of 30’ and a maximum of 60’
Indoor Pattern Size or Small Outdoor Arena:
- Minimum 45’ stopping on a closed gate
- *Barrel markers for 1st and 2nd are to be a minimum of 15’ off of walls and fences
- 3rd barrel is to be a minimum of 18’ off of the fence
- *Score line is to be a minimum of 30’ and a maximum of 60’
- Arc will vary according to arena size to a maximum of 25’
*An exception will only be made if approved by the barrel racing director and the two judges of
the said rodeo.
12. Practice runs are to be made a minimum of 10’ off of the barrel markers.
13. Practice runs will be allowed in eth arena one hour before the rodeo time or at intermission.
14. A horse can be ridden more than once in a go and or performance by different girls.
15. A timer charge $1.00 per entry will be levied on all contestants entering the Ladies Barrel Racing.
16. Bars in alleyway of rodeo arena must be covered with a sufficient amount of dirt to allow safe
running and stopping surface for barrel horses.

KCRA SADDLE BRONC RIDING
1. Stock used in the event must be furnished by the stock contractor.
2. Stock contractors must furnish their own standard halters and contestants must use them, unless
agreement has between contestant and stock contractor, subject to approval of the judges on the
fitness of the halters.
3. Riding is to be done with a plain halter, one rope rein and an association saddle. Stock contractor
may call judge to pass on stability of the saddle.
a) Horses must be saddled in the chute, with the saddle not to be set to far ahead on the horse’s
withers.
b) Contestant may cinch his own saddle or examine to determine if it is satisfactory.
4. Middle flank belongs to the contestant, but the stock contractor may have the contestant put the
flank cinch behind the curve of the horse’s belly. The flank must be hobbled.
5. Either the stock contractor or the contestant shall have the right to call the judges to pass on
whether or not the horse is properly saddled and flanked to buck at its best.
6. Unless requested by the contestant, his saddle bronc horse cannot be hotshotted after that
contestant sits down on the saddle.
7. To qualify, the contestant must have his spurs over the break of the horse shoulders and
touching the horse when the horse’s front feet hit the ground on the first jump out of the chute.
8. The contestant must ride with one arm free at all times. The riding rein and riding arm must be
on the same side at all times.
9. Saddle bronc riding shall be timed for eight seconds, with time to start when inside shoulder of
animal crosses the plane of the chute.
10. The matter of rerides shall be decided by the judges.
11. A contestant will be disqualified for not following rules and for violating Contestant
Disqualification rules.

KCRA BAREBACK
1. Stock used in the event must be furnished by the stock contractor.
2. Contestants must ride wit the use of a one-hand riggin. Stock contractors have the right to pass on
whether or not riggins are objectionable.
3. Riggins must lie flat on the horse’s back while the rigging is being cinched as there is an even
distribution of pressure at all times.
4. A one-inch thick pad must be used under the bareback riggin. The stock contractor must have pads
available in case the contestant does not have one.
5. The stock contractor may call a judge to pass on whether or not the riggin is being set and/or cinch in
a way that might hurt the horse’s back.
6. Unless requested by the contestant, his bareback horse cannot be hotshotted after that contestant
sits down.7. The contestant will not be allowed to use tape or any other adhesive material or substance,
other than dry rosin on his riggin and/or glove, nor may the contestant take any kind finger tuck or wrap.
8. To qualify, the contestant must have his spurs over the break of the horse shoulders and touching the
horse when the horse’s front feet hit the ground on the first jump out of the chute.
9. The bareback bronc must be ridden for eight seconds, with time to start when the inside of the
animal’s shoulder crosses the plane of the chute.
10. The matter or rerides shall be decided by the judges.
11. A contestant will be disqualified for not following rules and for violating Contestant Disqualification
rules.

KCRA RODEO BULL & JUNIOR STEER RIDING
1. Rope must have a bell. Bell must be in good shape; cannot be broken.
2. Hooks or posts shall not be used on the bull ropes.
3. Quick release buckle is optional on bull roe on the off side.
4. All contestants must wear an athletic protective mouth piece while contesting.
5. Contestants must wear protective vest that covers chest and back.
1. a) One judge must carry a stopwatch and serve as the back-up timer. Judges reading shall be used as
means of verification when the length of the qualified ride is in question. The judges shall stop his
watch when, in his opinion, the contestant has been disqualified for any reason, or he hears the
whistle or the horn, whichever comes first. Where the time is eight seconds or more on the judges
watch the contestant shall be marked. In the instance the whistle or horn blows before the eight
seconds has elapsed, the judge must go on with the whistle or horn.
b) Mark the ride according to how mush the contestant spurs, and the bull on the degree of difficulty.
(i) mark the ride from one to twenty-five using the full spread.
(ii) mark the bull from one to twenty-five using the full spread.
2. Contestants may put ropes from either side.
3. Bull will be ridden for eight seconds; time to start when the inside shoulder of the animal crosses the
plane of the chute.
4. a) Contestants knocked off at the chute will be entitled to a reride at the discretion of the judges.
b) Rerides may be given, at the discretion of the judges, only when the stock fails to break, stops,
falls, or fouls the contestant and the contestant declares.
c) In the opinion of the judges, if the contestant has made two honest efforts to get out on a chute
fighter, a reride may be given.
d) Contestant will be given a reride if the flank comes off or breaks, provided the contestant completes
qualified ride up till that point.
e) No reride shall be given due to the faulty equipment provided by the contestant.
f) If the reride is given, judges shall infirm the contestant of his markings and the option immediately.
(i) contestant may refuse his reride and take his marking.
(ii) contestant must make their decision immediately.
g) It is the judges who will decide on ALL matters of rerides.
5. Stock used in the event will be provided by the stock contractor.
6. No bucking stock may be with horn tips smaller than the diameter of a quarter.
7. a) Riding is to be done with one hand and loose rope, with or without handhold; no knots or hitches to
prevent rope from falling of animal when the contestant leaves.
b) Contestant will be disqualified if rope does not have a bell.
c) Bell must be under belly of animal.
8. Contestant is not to use sharp spurs. No part of spur may have sharp edges including rowels and wire
locks.
9. Fall- if any part of the contestant contacts the ground, the animal has fallen.
10. Contestants must compete on stock drawn for them.
11. No more than two men on the chute to pull contestants rope.
12. Contestants will have the right to call judges to pass on whether or not the anima is properly flanked to
buck the best of its ability.
13. Unless requested by the contestant no animal can be hotshotted after the contestant sits down, in
the chute.
14. Animal to be ridden in eight seconds; time to start when the inside shoulders of the animal crosses the
plane of the chute.
15. If contestant makes qualified ride with any part of the rope in hand, he is to be marked.
16. Contestant will receive NO SCORE for any of the following offences:
a) Being bucked off.
b) Touching the animal, equipment or person with the free hand.
c) Using sharp spurs.
d) No bell.
e) Placing spurs or chaps under the rope when rope is being tightened.
17. Judges may disqualify a contestant who has been advised that he is next to go, if he is not above the
animal with glove on when previous bull leaves the arena.

KCRA JUNIOR STEER RIDING
1. All the rules in bull riding apply with the exceptions of:
a) all steer riders must wear a protective vest, a CSA approved helmet and face shield and mouth
guard while competing.
b) Steer riders have the option to ride with one or two hands, a ride started with two hands must
end with two hands.
2. Junior Steer Riding contestants will not be required to ‘START’ their stock.
3. No Bulls will be bucked in the Junior Steer Riding.
4. Age limit is 12 to 16 years of age as of January 1st of the current year.

KCRA PEE WEE STEER RIDING
1. All the same rules in Junior Steer Riding with the exception of the age limit and the weight restriction.
2. The age limit is 8 to 11 years of age as of January 1st of the current year.
3. The weight restriction of the steers is 700lbs.
4. Contestants cannot enter both Pee Wee Steer Riding and Junior Steer Riding events.

JUNIOR CONTESTANTS
- The age limits for junior events are as follows:
- Junior Team Roping and Junior Girls Barrels- 15 years as of January 1st of the current year.
- Junior Team Roping 12 and under- 12 years as of January 1st of the current year.
- Pee Wee Barrel Racing- 10 years as of January 1st of the current year.
- Junior Steer Riding- 12 to 16 years as of January 1st of the current year
- Pee Wee Steer Riding- 8 to 11 years as of January 1st of the current year
CONTENSTANT DISQUALIFICATION
1. Contestants will be disqualified for any of the following offences:
a) being under the influence of liquor in the rodeo arena.
b) rowdyism or quarrelling in the actual domain of the rodeo arena.
c) mistreatment of stock
d) refusing to contest on stock drawn for him.
e) not being ready to compete when called upon.
f) cheating or attempting to cheat.
g) unnecessary delay in taking stock. This action to be enforced by the judges when legitimate
complaint has been lodged by the chute boss or man in charge.
h) for not wearing proper cowboy attire, including long-sleeved shirt with collar, with sleeves
rolled down, boots and hat, in the rodeo arena during the one hour period prior to rodeo time,
and one hour after the rodeo, and during the paid and slack performances.
2. Riding event contestants will be disqualified for:
a) being bucked off.
b) changing hand on rein.
c) wrapping rein around hand.
d) pulling leather.
e) losing stirrup.
f) touching animal or anything else with his free hand.
g) riding with locked rowels, with rowels that will lock on spurs in the bareback and saddle bronc, or
sharpened rowels IN ANY EVENT.
h) not following judges instructions to take feet from neck of horse stalled in the chute.
i) ignoring judge who had advised him that he is next to go, if he is not above stock with glove on
(if glove is used) when previous stock leaves arena.
j) delaying the rodeo.
k) setting bareback rigging to far ahead (to an extreme).
l) fouling stick by holding gate or side of chute.
RULES TO ENSURE HUNMANE TREATMENT OF LIVESTOCK
1. No locked rowels that will lock on spurs may be used on bareback horses and saddle broncs. No
sharpened spurs can be used in any event.
2. No animal shall be beaten, mutilated or cruelly prodded.
(i) Standard electric prods shall be used as little as possible.
(ii) No wooden paddles must be used on stock, however, straps are permissible.
3. A neck rope must be used in Calf roping and calf must not be busted.
(i) If horse stops and the calf hits the end of the rope in such a manner that the calf burst himself, the
roper will not be responsible.
(ii) Contestant must adjust rope and rein in a manner that will prevent the horse from dragging the calf.
(ii) Rope to be removed as soon as possible after ties is completed.
4. The placing of fingers in eyes, lips or nose of steer while steer wrestling is forbidden.
5. Animals for all events may be inspected before the draw.
(i) No sore, lame, sick or injured animal or animals with defective eyesight shall be permitted in the draw
at any time.
(ii) Should an animal become sick or be injured between the time it is drawn and the time it is
scheduled to be used in competition, another animal shall be drawn for the contestant as provided in
the KCRA rulebook.
(iii) An official veterinarian should be available at all times.
(iv) A judge must pass on the animal’s inability to be used before it can be shopped or replaced in the
draw.
6. A conveyor must be available to remove animals from the arena in case of injury.
7. No sharp or cutting objects in cinch, saddle-girth or flank straps shall be permitted.
8. Disqualification will result from the use of any electric device during a performance.
9. No stimulus or hypnotics to be used, or given to any animals used for contest purposes.
10. Chutes must be constructed as to prevent injury to stock.Maintenance men and equipment shall be
stationed at the chutes to assist in the removal of any animal should it be caught.
11. The rodeo arena shall be free of rocks, holes and obstacles which might cause injury to stock.
12. Clowns are not to abuse stock in any way.
13. No small animals or pets will be allowed in the rodeo arena where restraint is necessary or where they
are subject to injury or attack of another animal.
14. Livestock is to be removed from the rodeo arena after completion of entry in contest.
15. Use of fireworks to frighten animals is prohibited.
16. Any mistreatment of livestock used in rodeo competition will result in contestant disqualification.
17. When artificial horns are used on team roping cattle, they must be removed immediately after each
performance.
18. Automatic $50.00 fine can be levied by judges or directors on a member for mistreatment of a rodeo
animal. Fine must be paid within 30 days. KCRA board can reassess situation and levy a higher fine or
suspension.
JUDGES AND JUDGING
1. Judges, timers and flagmen must be people of experience.
2. One judge must be present prior to rodeo for the marking of barrel positions for the ladies’ barrel racing
and must sign the barrel measurement skip supplied fir that purpose by the rodeo secretary.
3. A riding event judge, barrier, or field flagman cannot be changed during the course of a rodeo unless due
to sickness or injury.
4. The decisions of any eligible judges, field flagman or times will be final and no protests by contestants
will be permitted.
TIMED EVENTS
Barrier and Score Line
- Automatic barriers must be used when a barrier is required.
- KCRA judges will be responsible for the barrier and supplies at all rodeos.
- Should a barrier break at any point other than its breaking point, decision is up to the barrier judge.
- Barrier judge must record all barrier infractions onto the official barrier copy. He must check these
infractions with the timer’s copy immediately following each performance and slack.
- Once a contestant has been flagged out, he will receive no stock back.
- A ten second penalty will be added for breaking or beating the barrier.
- In all timed events, a barrier will not be considered broken unless the ring drops within ten feet of the post.
- In timed events, the pusher must be clear of the stock before the barrier is tripped.
- Once scoreline bas been set in timed events it will not be changed at that rodeo, nor can the length of the
box be changed.
- If automatic barrier malfunctions in any way contestant must take rerun provided has made a qualified run
or claims animal.
- If automatic barrier equipment hangs on animal or fouls horse or neck rope fouls contestant, then roper or
dogger must pull up and declare himself in order to get the animal back.
- In any timed event should an animal escape from the rodeo arena, the flag will be dropped and the timer’s
watch stopped.
a) Contestants will get animal back with lap and tap start and time already spent will be added to time
used in qualifying.
b) If rope is on animal, roper will get lap and tap start and time already spent will be added to the time in
qualifying.
c) Along with any penalty occurring.
- Stock in timed events must be drawn by the flag judge or barrier judge not more than two hours before the
performance at the roping chute or rodeo office.
RIDING EVENTS
1. One riding event judge must use a stop watch to time duration of rides.
2. a) To qualify , the rider must have spurs over the break of the shoulders and touching the horse when the
horse’s front feet hit the ground the first jump out of the chute.
b) If a horse stalls coming out of the chute, either judge may tell a rider to take his feet out of the horse’s
neck for a “free roll”, with first-jump qualifications being waved.
3. a) If in the opinion of the judges, stock in the riding events deliberately throws itself, the rider shall have,
with the approval of the stock contractor, the choice of that same stock again, or he can have stock
drawn for him from the reride stock.
b) Riders who are knocked off at the chute will be entitled to a reride at the discretion of the judges.
c) It is the judges who shall decide on all matters or rerides.
RERIDES
1. Rerides must be given in all three riding events.
2. Rerides will be given for the stock that:
(i) Fails to break
(ii) Fouls the rider
(iii) Runs off; or
(iv) Stops or falls
3. If a reride is given, the judges must have the reride and the mark given, announced and the contestant
has the right to refuse the reride before the reride is drawn or accept the marking.
4. In the horse riding events, if the flank comes off, the rerider may accept the marking or a reride drawn
from the reride pen, provided the rider has completed the eight second qualified ride.
5. In the bull riding event, if the flank comes off and the rider completes a qualified ride, he may accept the
marking or have the option of a reride.
(i) To be eligible for a reride, the rider must make a qualified ride to the point of the flank coming off.
6. Riders who are fouled at the chute, or by the animal itself, must claim the animal by double gabbing or
dismounting immediately so as too obviously indicate a foul in order to claim a reride.
(i) Final decision to be made by the judges.
7. Reriders or reruns will not be given if the contestants own equipment breaks or fails.
8. Riders whoa re knocked off at the chute will be entitled to a reride at the discretion of the judges.
(i) It is the judges who shall decide on all matters of rerides.
